The only truly neutral grounds in all of New Serenity. The Memorial Terrace could be described as a vast, beautiful park and cemetery combined into a single place; a symbol of the small threads of peace and beauty that the remnants of North America clings to. This area is the only place in the continent in which anyone - regardless if they're in the Phenomenon, are Experimental runaways, or are mere civilians - can peacefully stay without being at risk of a massacre. It's guarded by some of the best Phenomenon soldiers 24/7 under orders of the Director himself. Should a fight occur, they are obligated to eliminate those who pose a threat to anyone in the terrace- even if it meant that they'd have to kill a fellow Phenomenon member.
